Responsibilities

The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some Other organization or department Of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation shall be Not exceeding 56 years as on the last date of receipt of applications. Note 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1.1.2016 (the date from which the revised pay structure based on the 7dl CPC recommendation has been extended) shall be deemed to be service rendered in the corresponding Pay Level in the Pay Matrix extended based on the recommendations Of the Pay Commission except where there has been a merger of more than one pre-revised scale Of pay into one Pay level and where this benefit will extend only for the post(s) for which that pay level is the normal replacement without any up-gradation. 3. Duties and Responsibilities of the post of Chief Labour Commissioner (Central) under Ministry of Labour and Employment: i) Chief Labour Commissioner (Central) is the Head of the Central Industrial Relations Machinery (CIRN) and is responsible for all administrative and financial powers of the Organization of Chief Labour Commissioner (Central) besides the quasi-judicial and other functions. ii) Chief Labour Commissioner (Central) functions as Appellate Authority under Industrial Employment (Standing Orders) Act. Besides hearing appeals under I.E. (SO) Act, he/she also allocates appeals to other appellate authorities like Deputy Chief Labour Commissioner (Central) and Regional Labour Commissioner (Central). iii) Chief Labur Commissioner (Central) is responsible for administration/implementation of Labour laws through machinery provided for the purpose. iv)He/She is declared as Inspector under various Labour Laws. As a chief of the organization, he/she is responsible for monitoring Industrial relations in the country in the Central Sphere as well in the State Sphere when desired for by Government of India. He/she monitors the Industrial Relations situation through officers declared as conciliation officer under Industrial Disputes Act. v) He himself is declared as conciliation officer under ID Act and intervenes/ mediates in the disputes of national importance. vi) Chief Labour Commissioner(Central) is the main agency to provide feedback to Govt. of India in the matter of industrial relations scenario and suggest nays and means to maintain industrial harmony. vii) He/She acts as an Advisor to Government of India in the matters relating to amendment or Labour Laws and also to suggest formulation of new legislations, if necessary.

Instructions

The services of the consultants will be hired by O/o Chief Controller Of Accounts for undertaking the work of internal audit for various schemes being administered by Ministry Of Labour and Employment. 2. Audit of various units of the Ministry of Labour and Employment will be taken up as per approved annual plan.The consultants shall be responsible for preparation of audit reports, preparation of annual review of audit, forwarding Of audit reports to the concerned authorities and their follow up action, vetting of ATSRs and any other work assigned by the competent authority. 3. The services shall be for a period of one year fmm the date of deployment. 4. The consultants recommended for engagement by selection committee will be engaged initially for a period of 6 months after approval Of competent authority. 5. The engagement may be extended further for a period of six months on the basis Of their performance. However, their period Of engagement as consultant can be curtailed at any time without assigning any reason. No consultants shall be engaged beyond the age of 65 years. 6. The emoluments shall be (last pay drawn — Pension + DA as admissible) to oflicers AAOs /AOs Sr. AO. 7. For other consultants it will be decided as per GFR. While on tour; the consultants will be entitled for TADA at the rates which they would have been eligible ai the time Of retirement or level Of equivalence. 8. The consultants will be entitled for one day paid casual leave in a calendar month. 9. For any other absence, pro rata reduction in fee will be imposed. 10. After the expiry of tenure, the consultants so engaged shall have no claim/right for future employment in Govt. service, Moreover, their period of engagement as consultant can be curtailed at any time without assigning any reason.
