Note:

  1. As all the posts are of reserved category, only the Domiciles/Permanent Residents of the State of Uttarakhand are eligible to apply. For claiming reservation in aforementioned categories, an applicant has to furnish certificates confirming his/her category and domicile issued by the competent authority of the Government of Uttarakhand.
  2. Number of vacancies may increase or decrease.
  3. Only the Physically Handicapped persons due to locomotor disability (PH3) can be considered for the post of Personal Assistant. Hence, only such candidates suffering from locomotor disability and belonging to aforementioned reserved category are eligible to apply.

Nature of posts: Non-gazetted and Temporary.

Age: A candidate must have attained the minimum age of 21 years and should not be more than 42 years (as per amendment vide Government of Uttarakhand Notification No. 107/XXX(2)/2014 55(41)2004 dated 25.02.2014) as on 1st July, 2023.

In other words, candidates should have been born on or after 02.07.1981 and not later than 01.07.2002.

However, relaxation in age will be admissible as per rules of Government of Uttarakhand to the candidates belonging to Scheduled Caste & Other Backward Classes. Government Servants must submit their application through proper channel.

Qualification: The candidate:

  1. Must possess a Bachelor’s degree of a University established by Law in India or a qualification recognized as equivalent thereto.
  2. Must possess good knowledge of English Shorthand and typewriting with a minimum speed of 40 words per minute (corresponding to 12000 key-depressions per hour) in English typewriting and 100 words in English Shorthand dictation per minute. In case, final marks obtained by 02 or more candidates are equal, preference will be given to those having good knowledge of Hindi shorthand and typewriting with a minimum speed of 30 words per minute (corresponding to 9000 key-depressions per hour) in Hindi type-writing and 80 words in Hindi Shorthand dictation per minute and knowledge of Computer Operation.

Physical Fitness: No person shall be recruited to the establishment unless he/she be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of his official duties. Before a candidate recruited directly is finally approved for appointment, he/she shall be required to produce a medical certificate of physical fitness.

Only the Physically Handicapped persons due to locomotor disability (PH3) can be considered for the post of Personal Assistant. Hence, only those candidates of PH category who are suffering from locomotor disability are eligible to apply for the aforementioned post. But such persons shall have to furnish a fitness certificate as provided in Rule 29 of Allahabad High Court Officers and Staff (Conditions of service and Conduct) Rules, 1976.

Nationality: No person shall be appointed to the establishment of High Court of Uttarakhand unless he/she be a citizen of India.

Character: The character of a person for direct recruitment to the service must be such as to render him suitable in all respects for appointment to the service.

Persons Dismissed: Persons dismissed by the Union Government or by a State Government or by a Local Authority or a Government Corporation owned or controlled by the Central Government or State Government will be deemed ineligible for the appointment.

Marital Status: A male candidate who has more than one wife living or a female candidate who has married a person already having a wife living shall not be eligible for recruitment. Provided that the Chief Justice may, if satisfied that there are any special grounds for doing so, exempt any person from the operation of this rule.

Qualification
Three year Professional/Five Years Integrated Degree in Law from a reputed Law College or recognized University throughout the country. Applicant should be a Law Graduate who has not started practice as an advocate or engaged in any other profession or vocation/ service. ii. Advocates up to 05 years of practice can also apply, but they will have to surrender their license to the Bar Council before joining, if selected. Those candidates who have appeared in LL.B. (Final Examination) in 2020-21 and are awaiting results may also apply. They will be required to submit their final mark sheet of LL.B. Examination before the joining iii. The successful candidates will be attached with Hon’ble Judge(s) and shall discharge duties under the directions of their Lordships. Basically, the Law Clerk (Trainee) will be required to carry out search and research on legal points and principles as desired by the Hon’ble Judge(s) with whom he/she remains attached. ii. He/she shall assist the Hon’ble Judge in searching out case laws, articles, papers and other relevant material as required by the Hon’ble Judge(s) in discharge of their judicial work and any other works as assigned by the Hon’ble Judge(s). iii. The Law Clerk (Trainee) may also be asked to be present in the Court during hearing of the arguments, take down or prepare notes in cases. The research work assigned to the Law Clerk may include performing legal research, drafting memorandums and opinion, comment on statutes, regulations or such scholarly commentary relevant to questions of law, text books and other materials. iv. They may also be assigned the task of drafting memorandum on particular subject/subjects including issues involved in the case or on any other topic. v,. Assistance from the Law Clerk may also be taken in proper maintenance of case files. Assistance in preparation of research of academic papers, maintaining record of judgments, points of Law decided in various judgments by a Judge, maintenance of records and the like. vi. Apart from the above mentioned duties and responsibilities enumerated above, the Law Clerk (Trainee) shall perform any other duty as assigned by the Judge concerned with regard to his judicial and administrative functions. vii. The nomenclature “Law Clerk (Trainee)” makes it abundantly clear that they shall be imparted training with regard to the procedure and substantive law to assist the Hon’ble Judge in discharging their judicial and administrative functions. viii. The Law Clerk (Trainee) will also be provided the schedule of training and the details of nature of job, which they have to perform during their year of engagement. Specific assignments shall be given by the Judge with whom they are attached.

About High Court of Uttarakhand at Nainital (हाई कोर्ट ऑफ़ उत्तराखंड)

The Uttarakhand State was carved out from erstwhile State of Uttar Pradesh on 09/11/2000. At the time of the creation of the State, the High Court of Uttarakhand was also established on the same day at Nainital. Since that day the High Court is functioning in an old building situated in Mallital Nainital which was known as old Secretariat. The building of the High Court is a very magnificent and was constructed in 1900 A.D. There is a park in front of the building and Naina Peak, the highest peak in Nainital, in the background, which makes the building more picturesque. In the beginning five Court rooms were constructed but later on more Court rooms have been added.
