In the year 1892, ordinary gunpowder had been superseded by smokeless powder in all European countries and in America. In India, gunpowder was still used as the propellant for both small arms and artillery, and there were then two gunpowder Factories in India, one at Ishapore and the other at Kirkee.

In June of that year, His Excellency the Commander-In-chief in India convened a conference in Calcutta to discuss the question of introduction of smokeless powder in India and the decision of this conference was that the Military authorities could not hold themselves responsible for the safety of India if Troops in India with ordinary gunpowder were called upon to meet European troops with smokeless powder. It recommended that steps should be taken immediately to introduce smokeless powder for the Army in India, and proposed that, pending investigations and any decision which might be arrived at regarding its manufacture in India, immediate steps should be taken to place a contract in England with one of the large explosive firms (preferably with Messrs Nobel & Co., Ardeer, Scotland), for the entire supply of cordite to India, and that an Officer ( Captain D.M. Babington, then Assistant Superintendent, Gunpowder Factory, Ishapore, was selected for this post) and a small Staff should be sent to the Works in England for inspection purposes. This was the first step taken as regards the introduction of smokeless powder into India.
